Why?
In England and Wales, an EPC (Energy Performance Certificate) is required for all marketed sales and all domestic rental property will require an EPC when a new tenancy begins.
Existing Properties being marketed for sale will require an EPC undertaken by a DEA (Domestic Energy Assessor) or HI (Home Inspector). This must be included in the HIP (Home Information Pack) that can be provided by Energy Assessment Services Yorkshire. EPCs for marketed sales of new and existing dwellings are valid for 3 years. EPCs for rental property are currently valid for 10 years, HIP's are valid for 12 months, however this is under review.
Only a DEA or HI registered with an accreditation scheme can undertake an Energy assessment and issue an EPC. Energy Assessment Services Yorkshire is accredited with 3 different accreditation schemes, NHER Accreditation Scheme, BRE Accreditation Scheme and Stroma Accreditation Scheme.
In short, the requirement for EPCs come from a European directive, EPBD (Energy Performance for Buildings Directive) that became law in 2003. EPCs must be made available every time a building is constructed, sold or rented by 4 January 2009 at the latest. A phased approach has been adopted throughout the UK, by CLG (Community and Local Government). For more information about the directive, consult the CLG website on our Links section."
